They already have a lot of products finished but they don't want to release them all at once.

A F2P game with a small and dwindling player base means they won't be doing a whole lot of development any time soon. DUST is already a second rate lobby shooter. It won't gain back any rep.
So tuck in and wait five years.

Corp Armory wouldn't make any sense if we didn't have item sharing, and we're getting item sharing with the marketplace which should be on the horizon. I was never that fond of customized weapons...I'd rather wait for those to roll in. Active Modules? We should get those sooner or later but htf would they work? Do they get placed in the same slots that modules have OR do they get placed in the equipment slot?

Also, working on "core mechanics" for six months will push most "extra" stuff back. Community screamed and complained about core mechanics for months. CCP worked out the kinks.
I think starting with 1.7 we will begin seeing Dust gradually evolve as per CCP's vision.
