If they they are not moving or moving while crouched they should be cloaked.

I thought they had this already, called reduced scan profile. And I believe you can reduce that even further with skill called profile dampening. |

You can be scanned at 100 meters, but if you are cloacked it's more difficult to spot you.

Being scanned reveals you. What you are effectively suggesting is that one class should have ability to cancel a successful scan after they were scanned. No, you cannot nullify a scan that was already successful. |

Yes, you are right, but try to merge low profile signature + passive cloak. I know there is a scout somewhere, because i have margin of error msg, but i still have to find him. There is the advantage a scout can have by a passive cloaking device, built in his suit.

He's talking about "actual" cloaking as in you can't physically be seen.
Anyways, CCP already talked about this in their March 2013 Dev Blog titled Equipment is Your Friend mentioning the cloaking equipment they have planned for us.
Yes, that's right. It's an equipment item.

Talking about op... Scouts will get a cloaking device, but I can assure you it won't be built in. |

Been saying this for a while. About time someone started repeating it. Doesn't have exactly eliminate the need for a cloaking device, just needs to be something extra to make scouts overall better at cloaking than other suits.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

This is where we would look to EVE, and more specifically, the Recom ships. They have something like a 50% to 100% reduction in CPU costs for cloaks. Slap that on a scout suit :D
