As an early tester I can say that the rail rifle is by far the superior weapon, the spool up time is negletable but its kick sure leaves a pain in the shoulder.
The combat rife which is basically the sidearm SMG's bigger, badder brother is so much fun, though it drinks bullets like I drink Quaffe so make sure to have a nanohive handy. Hm' perhaps I should be considering the Rail Rifle instead then, as I still favour the Scrambler Rifle's range and accuracy over the close range fire power of the Gallente Assault Rifle.

I would recommend the rail rifle for you. Bit longer range and better shot for shot striking power but you lose your overcharge shot and it's a bit more recoil than a Carthum. Kinetic strikes work great on armor and a tad less on shields. I haven't handled one of these sense I left Ishakone Watch and it's great to get my hands on it them again. I was hooked on Imperial Scram Rifles and will always have a few in my armory but I'm back with my Rail and loving it.
However the Combat Rifle is not to be scoffed at. Its damage potential is insane, it is also a very good skirmishers rifle.
