Immediately before or after downtime is a terrible time to be testing anything for effectiveness. Get in there at peak times if you want to see what stuff is like in normal matches against squads and organised players. This tiny piece of anecdotal evidence is irrelevant and meaningless.
Scrambler pistols are awesome weapons and I've been using them as my primary for well over a year now. However, they have serious drawbacks - you already noted the very limiting ammo capacity, which I regularly run out of; then there is also the range - while, yes you can still do something like 20-30 damage at around 50m, that is pretty much the limit and you'll note that that's not even the optimal range for a plasma rifle (let alone any other rifle).
I run the TY-5 breach with prof 5 and 2 complex damage mods, dealing perhaps 200hp damage per shot (+/-10% for shields/armor). That still requires 4 - 5 body shots to take out any well fit medium and 6+ for heavies; how many other weapons take a 6th of their entire ammo pool to kill a single suit? And that's within around 35m for optimum range! And max damage skills!
If you were using the TT3 with level 3 operation, that's what, 9 rounds in the clip? At 84 damage a shot, that's 560ish damage per clip. Any half decent medium or heavy suit is going to take at least a clip of that to take down and if you're managing to do that with a reload inbetween and still not getting killed first, that enemy was clearly absolutely terrible. Either that or you're getting headshots but even then, you have to be around 35m or less for them to have a real impact. That's half the effective range of most plasma rifles!
Now, tell me how that isn't balanced.

How about any weapon that can shoot more than 50m? How about a weapon that does more damage without even getting direct hits (mass driver)? How about the insane 500+ dps of rifles? That's almost as much per second as your TT3 does in an entire 9 round clip.
Why don't you try running around with a scrambler pistol in a PC match and tell us how well you did then? Because I do and it's damned tough and I have it maxed out.

22 damage per round; over 17 rounds per second; more than 374dps before prof and damage mods. That's like 5 body shots from your pistol in a second. Can you tap the button that fast whilst keeping your aim on? And you can easily kill people over 30m away with the ASMG.
At 50m your pistol is doing negligible damage and I'd never count using half your ammo to kill just one person at 50m as being even remotely worth it or something to cheer about in the slightest.
