It just says "Increses maximum strength of dropsuit's armor. But the increased mass reduces movement speed"
So are we welding plates to our suits?
Or are plates really just passive armour hardeners that appear to increase our armour but just make it tougher, and therefore able to withstand more punishment?
If it is the former, I have a idea about passive active hardeners for dropsuits, they don't slow you down till you are shot then you lose 20 percent of your movement speed. Good for defending, but bad for running around.

I presume a good background lore would be that nanites add more "beef" to your armour that way no weilding is needed to add more armour. however they can only increase the thickness of your armour and are not suited for reinforceing armour ie passive hardning.

Ell, I picture Gallente armor plates being like Wonder Woman's braclets. You only need a small area of armor and it pulls the bullets to it.
Therefore, my Gallente char has a codpiece armor plate and that's it. Of course, that is a relatively big area compared to others.

I believe it's just nanites reinforcing existing areas.
Can't really put giant plates on our suits can we?
Plus Amarr and Gallente plates would be incompatible.
Gallente use lightweight armor that is designed to spread the force of the blow accross a wide area to reduce the degredation of material.
Amarr just took starship plates and said good enough 
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.
