I think you might have a point.
At STD level the Plasma cannon will Outpreform the ADV Swarm launcher in both DAMAGE , and the ability to hit infantry...

Easy for you to say. I specced into the Swarm Launcher because at the time there was no other light AV. Then the respec happened but the Plasma Cannon was so horrible against vehicles that it wasn't even listed as an AV weapon in the description.

Making Scouts useful AV infantry:

GÖª 1000+ Anti vehicle Damage or 250(ish)+ Anti infantry Damage

Shooting a Plasma Cannon at a Dropship is the equivalent to shooting a Breach MD at a Red line LAV.
Even if you hit it you won't do crap. So much for Skill=reward.
