Welcome to my magical world of rainbows, love and Tactical Assault Rifles!
An underused, yet delicious gun, every single shot is rewarding with it.
Unfortunately, 1.7 won't bring new people to this weapon I myself could temporary leave the gun until something is done to make it more viable. Rail and Combat rifles don't threat me, but the range nerf is some bad news.
But the real reason why I might give the Rail Rifle a go is the AR range buff. If only the AR had some recoil... as a dedicated marksman, the extended AR range is going to compromise my role, along the purpose of the TAR.
Since you enjoy this weapon as well, I'm curious to know if you're going to use it in 1.7 and, if you do, if you would still consider it a viable choice.

Anyway, I don't know exacly how the open market will work and if it will allow direct client-to-client services, but if this trading system will be implemented, you can buy Rail Rifles directly from me, if you wish, or trade them for some Gallente equipment. I have no idea if I will still use the Duvolle AR, I might stick to the Ishukone ARR if I like it (most likely I will).
I know we are supposed to be FW enemies, but who cares?

Full time Caldari Assault.
I tested other suits with secondary characters and there are some of them I like very much (Amarr Assault, Minmatar Logi), but I haven't a crazy amount of SP (I started playing DUST during Uprising 1.0) and I'm just sticking to my favorite suit, upgrading every single piece of equipment and my fitting skills religiously.
I really had good luck choosing this suit at the very start of my DUST career. I picked it just because of the lovely design and because it was Caldari, but I found out it's the most comfortable and versatile suit to me. I never get bored of this suit and it fits my favorite roles perfectly (marksman, flanker, hit and run general playstyle).
If you enjoy it, I'd say get proto, yes. The depleted shield nerf is going to get a bit annoying, but it won't ruin this awesome suit. I just don't know why they nerfed shield and why they nerfed the TAR and buffed AR. Sometimes it seems like CCP decides random things throwing dice, but this is not Dungeons & Dragons...

I tried to make a fit like that one, with the CPU Upgrade, but I ended up with insufficient PG to fit all that stuff. Maybe it's because I haven't Fitting Optimization unlocked (I just have Proficiency 3), I don't know. Or maybe it's because of the Light Damage Modifier, I don't have them to proto level, so I'm just running 4 Complex Extenders. My Core Upgrades, Engineering and Electronics are all at 5, anyway.
I have a bunch of different fittings, for PC and public matches.
I've recently found out how amazing is Profile Dampening in Public matches, a single Complex Dampener is enough to beat ADV Scanners, which are the most common ones, so I'm actually running one in Pubs if I want to be stealthy. This really depends on the map. In wide open maps (Manus Peak, Line Harvest), I can always keep the perfect distance from my targets, so I don't need it. I just use my own Scanner to avoid being surrounded.
Another thing I'm doing for Publics is to fit ADV weapons (GLU-5 and M209) on my proto suit and use the remaining PG and CPU to fit better low powered modules without using a CPU upgrade.
In PC I find useful to run Armor Plates, it's not really out of the box, but it gives me extra survivability. Since the TTK is a bit short now (I don't really have a problem with it, I'm just adapting), I'm using a couple basic plates as a life-saver. It works most of the time, that extra 0.5 second might be enough to beat an AR user 1v1.
Regulators are a great choice, in any other case. I would use Shield Regulators over Biotics, since you are fast enough without Armor Plates and the Stamina is pretty good as well. The only faster suit would be the Minmatar Assault, as the Logi will be probably armor tanked. I believe the Caldari Assault is fast enough even without Biotics.
