First things first, the HMG needs to have an actual spread. Not sure if you've seen Ghazbaran's video, but the HMG is apparently laser accurate despite initial perception. Second, I'd say revert the HMG's stats back to what they were at Replication, where it could fully out gun any light weapon. But to properly balance it, increase heat build up and inactivity when overheated compared to what it was in Chromosome. This would make the HMG powerful enough to be a the heavy weapon it needs to be with a fair drawback that you can't just mow people down all day and have to actually pay attention to ammo and heat.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

Anyway, my point is we need to go back to what was supposed to balance the heavy/HMG in the first place. Higher HP and more firepower, less mobility and sustained combat. I think the HMG should hit hard, just not for a long time. It would make sense since it's a Minmatar weapon to begin with and make sense when we finally get a more mobile Minmatar heavy that can close the distance with the HMG.

I'm going to take a shot in the dark and assume the HMG range nerf was because of the Minmatar heavy that they were planning on releasing in Uprising, but due to the art department being behind schedule, it never happened. In the process, they never buffed the HMG back up and kept it as is. We can't really buff the HMG in proportion of the Amarr heavy since it was probably made for a longer range heavy weapon of its own. (which explains the sentinel bonus) Either that, or they have no idea what they're doing and I'm a loon.
