There was a theory in one of the books (Templar 1? Can't remember.) that the Sleepers weren't "asleep", as in, dead, and were using these numbers, 514, to communicate with the Clones. That's where the Templar Hunt and other stuff comes in, btw. Dust is, of course, used in the death thing. Sleepers are human, sort of, just like the Jove are sort of human. Sleepers are probably Terrans that tried to keep themselves alive with the tech from Earth.
That's the theory, anyways. And only the "crazy" believe it. Or those who learned the truth (Gen.1).

CONCORD has more power and autonomy, the UN does not.
The reason it's called Dust is because of an "ancient Terran saying". At least, that's the theory in the books. (You know what I mean by that, anyways.)
