Armor penalties should only affect sprint speed, but should be increased.
Why: Armor is supposed to be a CQC brawler like type, so it can't have it's walk speed reduced for strafing. But it's also a more defensive "stand and deliver" type, rather than rushing towards your enemies.
Stats out of my ass: Basic plates: 7% Enhanced plates: 8% Complex plates: 10%
So complex plates will put a Gallente Assault from 7.35 m/s to 6.6m/s.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I never liked the old plate penalties. The new ones are perfect but repper and reactive plates should either scale higher or have lower CPU/PG to make them worth using. The biggest issue for armor tanking however is high slot disparity. Move all electronics related and future active/EWAR related modules to high slots, change Minmatar logi slot layout to 5/3 at prototype, and move damage mods to low slots. Armor should not have access to the biggest buffer and the best gank at the same time. This change would mean that Gallente suits will have access to tackling, nos, target painting, and other debuffs to balance out their lack of speed while shields can flank and gank with hit and run tactics and lower HP. Minmatar logi will mirror the assault while still having the versatility as it did with a 4/4 slot layout at prototype.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

I prefer adding stamina regeneration penalties instead of messing with sprint speed.

There just needs to be more of a penalty for all modules if you try and stack more of the same ones on. Most already have stacking penalties, but the ones that don't need them.
Also, consider this:
66 shield for 54 cpu 11 pg 85 armor for 10 cpu 1 pg 22 shield for 18 cpu 3 pg 135 armor for 30 cpu 12 pg
Maybe it's just me but I think that armor plates just need to cost more pg, and extenders less pg. I personally stack 4 basic plates because that gives me over 550 armor on a minmatar logi, for only 40 cpu and 4 pg. If it was more fitting intensive to increase my hp so much I'd probably not use as many of those modules since my equipment is much more important than my health.
But we can't ignore TTK either...
