Armor penalties should only affect sprint speed, but should be increased.
Why: Armor is supposed to be a CQC brawler like type, so it can't have it's walk speed reduced for strafing. But it's also a more defensive "stand and deliver" type, rather than rushing towards your enemies.
Stats out of my ass: Basic plates: 7% Enhanced plates: 8% Complex plates: 10%
So complex plates will put a Gallente Assault from 7.35 m/s to 6.6m/s.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

That's kinda dumb.
