Let's recap:
Stamina nerf
Strafing increases
Armor buffs affecting nova knive damage( more than one strike on med frame suits)
Passive scan unnoticeable difference
Speed is no longer a benifit
SHIELD REGULATION NERF ON A SUIT WITH 70 BASE ARMOR AN 87 WITH MAX SKILL!
Not only do shield drop in a flash, leaving you with speed an 80 something armor , max adv suit shields is 270 an proto 343!
This means YOU MUST RUN PLATES!
Hence the suit is no longer fast, no longer stealthy, an makes using knives a waste of a suit bonus, this suit will be impossible to use 50% of the time at bare minimum.
It can't be fast without the new shield nerf, it loses a slot to stealth, or a plate or a shield reg, not to mention you can barely fill the slots anyway becaus of CPU pg issues.
Officially the worst suit in the game, it should have the ability to put any modual in any slot to make it useable, or hot fix it.

Not in 1.1 when we blasted our sp on it, then the scanners came, it was crap but bearable , thank god I seen this coming an went gallente proto, yet still cheesed about wasting 3 mill sp on it |

Wrong! This makes it the best suit for trolling Faction Warfare. Flux your shields and a teammate's gentle breeze will drop you dead in moments.
....this is a subtle suggestion to CCP to buff the Minmatar Scout suit.

How do the new changes change anything, again?
Before if your minnie lost its shields you were basically dead anyways, lows for stealth and highs for shields... The new changes only effect the recharge rate on depleted shields, not damaged shields.
So sure, with the new changes it will take longer if you lose all of your shields... But you're usually dead anyways at that point.
