The specifics haven't been revealed yet (Percentage), but yes, shields are being nerfed.

Well if you would have looked at the list before posting you would have found no less that 25 other threads discussing this topic already.

So no it is no a rumor.

The problem is CCP takes so long to do anything that by the time they do it, a lot of other stuff is different and the change is either overkill, completely pointless, or currently unneeded.

They were talking about a nerf to shields for a while before the buff to armor, to make it more even. But now that they've given a major buff to armor and also lessened the penalty, armor is being favored over shields currently. Then they add this nerf and it appears to make no sense when the reality is they've probably been working on it since back before armor was buffed.

Still, it serves no purpose unless they either make the penalty extremely low (in which case what's the point) or buff the health shields give because right now even the basic armor plate gives more health than the complex shield extender and has essentially no penalty (and has way lower PG/CPU costs).
