To people crying over the shield nerf, here are the facts.
1. They have been planning this since 1.4. It's been pushed back every time vehicles got pushed. 2. It's not that big a deal. 3. It seems to be designed to make you choose a tank.
To elaborate on why it isn't a big deal, they are only changing your DEPLETED shield recharge. As long as you have a single point left in shields, you won't feel a thing. There is also the Shield Regulator, a Low Slot module that reduces the shield recharge period, both depleted and not. Equip one to reduce your delay back to normal, and it also lowers your non-depleted as a bonus! Nifty!
Now, here comes the hard part. Some of you already thought 'But I put ARMOR PLATES in that low!' Well, tough on you Mr. Imaginary Merc, because you just got caught in the sin of Dual Tanking. Because you are completely Brick Tanking on both HP bars, you are now being punished for it. Because you don't have the room for a shield regulator, your shields will be HIGH... but once depleted, they aren't coming back in a hurry. Then all your plates will slow you down to the point where you can't get away fast enough and get torn to shreds by the new weapons, which even out the anti-shield paradigm we currently have. As a result, people who chose one tank and build around it will be rewarded more in the coming build. Shields will still have more versatility, and I'm not quite sure who comes out ahead now, but it'll be fun to watch pan out.

How does this new stacking penalty penalize dual tanking? It doesn't! It penalizes shield tanking! The more SHIELD you stack the more PENALTY you get. Actually, if anything you'll see Caldari with more armor and Damage mods. A luxury that is not possible for the minmatar.
Shield Tankers can afford to use the Lows for Regulators, and also use their Highs for more than just Extenders. For example, Shield Rechargers. Brick Tankers just fill every slot with EHP modifiers, and as such will have no room for Regulators or Rechargers.
Also, I mainline Minmatar suits, and I really don't see this as much of a problem. Minmatar have never been about tank, and I've never played them relying on such. They are about speed and gank. I use Dampeners in my lows to facilitate such, so I always get the first hit. Thanks for assuming I don't know how it is for Minmatar though. I only play Minny and Amarr, so I kinda know what it means to get the shaft suit-wise... and this really doesn't feel like the shaft.
