So, let's use an (exaggerated) analogy to see how insanely pointless your arguments really are. Suppose CCP changes the HMG by making it work exactly like a sniper rifle. You know, semi-automatic, high damage, extremely long range, high power scope but no hipfire aiming reticule etc. And while all the mechanics of the HMG are actually that of a sniper rifle, CCP insists that it is in fact, a HMG (it looks like a HMG, after all). So, of course, people start complaining and whining that HMG isn't working as intended (or at least, as any intuitive reasoning would expect it to work). And your reply to them would be - "It doesn't matter what any "intent" was. What matters is how it works!" ?

EVE and now DUST have this one thing in common. Items, functions, tool, etc in (and sometimes outside of) the game are just that... tools for the players to determine how and when to put to best usage. If an HMG is a better sniper rifle, then guess what weapon snipers will end up using? Similarly, there is an option to add players to your contacts list and then see when they log in or not. In EVE you don't put your friends in this list, you put your war targets in this list... Then when they log in you know it and can either take precautions to be more careful or to track them down and kill them. It's a mechanic to let you keep track of your "friends" but it makes a much better tool to keep intel on your enemies.
It doesn't matter how a game mechanic works, it just matters that you use it to your advantage.
I am very well aware of the fact that in EVE, contact lists and local chat channels, are used as intel tools, and not for comms. However, even in EVE, you don't have autocannons that work like beam lasers. And if autocannons were made to work like beam lasers (for whatever reason), the ensuing shitstorm on EVE forums would be spectacular.
