CCP have decided that the upcoming vehicle changes are significant enough to justify a respec for current vehicle players. This is the right decision. Any time a large and unanticipated change to skills or gameplay occurs, players who invested in one direction under a certain set of rules should be able to reevaluate and adjust their fit to the new reality.
However, there are some who insist that only vehicle SP should be refunded. This is misguided. Here's why:
For every dropship or tank pilot who skilled into vehicles after Uprising, there may be one other person who chose not to because they didn't see the benefit under the vehicle system of the time. This was their choice, and in the absense of a major change they should live with it. But radical changes to the game alter the logic. How could that player have planned for changes that weren't announced or expected? And why is it okay for a vehicle player to skill into entirely unrelated branches (even within the vehicle trees - caldari to gallente for instance), but it's not okay for an infantryman to decided that, in light of the major changes, he'd like to skill into dropships? They both made decisions based on the information they had at the time, but an arbitrary line between infantry skills (unaffected and so no respec) and vehicles (affected and thus respec) means one gets to reevaluate his fit and the other does not.
The reality is that when major changes are made, everyone is affected - those who skilled into something and might not have, and also those who did not but might have.
Either a change is major enough to demand a respec, and is thus major enough to affect everyone, or is relatively minor and no one should be allowed to respec.

We could properly respond to yet another respec thread, or you could look at one of the two dozen other respec threads posted in the last few days. After you have reviewed each thread thoroughly you will no doubt see why full respecs are a terrible idea.

That is the best you can hope for.
Fair enough. But if they plan to do this, can we agree that they should let players know?
It's near impossible to make informed choices when major changes are coming as often as they are in dust.

This seems to be an excuse to get a respec. Are you intending to skill up in vehicles?... I very highly doubt that (I might be wrong but your assumption this related to the player base somehow is just that.. an assumption!). Vehicles might be FotM for a bit so you want your share of the pie? Nope, stay where you are. The partial respec is how ti should be done. Enough of respecs requests... live with your decisions.
Actually, no. I have already invested heavily in dropships.
What I would like to do is free up some of my infantry SP given that the SP required to be an effective vehicle player is apparently going up.
