Now that my derp is dealt with.
Making "forgive" the default option should suffice. Cooldowns could delay respawn if a fixed part in the chain of interactions and distract from the first, often crucial seconds after respawn if independant from the respawn process. Punishing a TKer should not come with additional nuisance.

I assume you mean "can't" and that's DB's point. Don't fire your MD into a hallway full of blues or it's your problem if an "accident" happens and someone didn't like that.
