This is about factional warfare, how can you expect there to be heavy weapons in that. 
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Go back and read the section on the LP store. Then look at the list of unique weapons. Notice how everyone gets something except for heavies? Yeah, there we go, welcome to the same page.

Too bad we KNEW there won't be heavy weapons for 1.7, it's the new rifles and that's it.
