Notice something horrifically wrong with this? It's the AR functioning as an automatic sniper rifle with ~50-60 dmg per bullet.
The solution isn't 'more hitpoints' or 'take away damage mods', it's adding dispersion and kick to weapons that somehow no longer have *any* dispersion when aiming down sights or simply firing less than 30 shots. The lack of dispersion and kick means *every shot hits and does damage*, causing *anyone* to die in under 1 second of fire and allowing these weapons to perform well outside their intended ranges.
Now people dying in one or two shots with a shotgun isn't a really big problem, nor is it a really big issue with an assault rifle at 20-30m, but when assault rifles are outdamaging lasers at the laser rifles optimal, that's where we have issues. |

Exactly. Damage mods are overrated and merely an easy scapegoat for the low TTK. People have been stacking damage mods forever, it's not some crazy new FOTM or OP exploit that nobody ever thought of before and now it's breaking the game all of a sudden.

I've suggested previously that damage mods should have a drawback.
Now, I'm one of those guys that fully support the idea of tiercide (not sure exactly how it should be implemented) but I applied it to damage mods and here's what I got.
What if damage mods increased RoF. Let's say for simplicity's sake a 6% increase in rof leads to a 3% increase in damage per second.
The drawback is however, that increased rof means faster ammunition consumption.
As you go higher up into what we now call tiers, therefore, and gaining MORE rof, you're also consuming ammunition faster. Suddenly, a damage mod at complex level isn't better than a basic, but someone with much higher accuracy can use it more efficiently than a newbie. This is the beautiful nature of tiercide, which rewards veterans for their skill at the game, not their skill points.
Complex ROF mods, as I'll call them for now, become a specialisation in themselves in that they require you to play differently to adjust to use faster ammunition consumption, and this will be something only some players use. I much prefer this over a flat upgrade to a stat with no drawbacks at all.

The stacking penalties are ok in my opinion as they have worked just fine in Eve Online.
Maybe if the damage mods had their bonus slightly adjusted.
CCP, thank you for hotfixing the knives. But please make sure they're at their full potential in 1.7.

The problem originated from when all weapons received the passive 10% buff to make up for poor hit detection. When hit detection was "fixed", the passive buff was not removed. That was when the TTK was dramatically realized by all.
The main problem I see with the damage mods, is that people are abusing the logistic class suits excess pg/cpu, by not using the equipment slots, but merely "tanking" the suits out, and running 3 dmg mods or more pending on the suit class.
Another solution that's plausible would be to add yellow blueprint items into the logi class' item slots to force pg/cpu to be used as it was intended for ,and drawing away from the excess available for high/low slots. But free equipment would be unfair, and as would being forced to pay extra for the yellow blue printed items, if they were not the ones you would normally run on your logi suit.
I have a maxed out AR skill tree, and proto damage mods. I could just as easily go into easy mode on my gallante proto logi suit, and keep my mouth shut. But I want more from this game than for it to be just be another feeble minded run and gun COD style game. |

Removing the 10% or screwing around with damage mods are all bandaid fixes, the problem lies in the dispersion and kick - there isn't any. |

They have no dispersion because we were dealing with bad hit detection, and needed laser accuracy on assault rifles to reliably kill. Now that hit detection is fixed, we need to add dispersion to put the weapon where it is supposed to be. |

Remove the 10% dmgbuff on rifles (AR, SCR) and add kick/dispersion, after that we should adjust modules if needed. This i believe is the best way to balance things |

It is possible that no one told you this before but the 10% damage buff was actually not intended to deal with hit detection issues as you (and others have suggested).
At its inception CCP clearly stated that the 10% across the board damage buff was being put in place because they removed the +2% damage per level that players got with the old weaponry skill. CCP stated that because this skill was essentialy required to be maxed out in order to be competitive failing to skill into it was unfairly penalizing players who were trying to skill creatively. The skill was, in essence, killing the diversity of sp spending. The buff was added across the board to make all weapons behave as if their users had this old skill maxed thus flattening the play field.
It has always bugged me that people called this buff a reaction to hit detection when a dev clearly used the above logic to justify it. Please choose a different rational for the inception of your arguments.
