I'm new to this amazing weapon, and so far I've been having fun with it. I can somewhat stay in it's optimal range, but could anyone give me any tips on how to fit it (Damage mods??) and what the best range for it is? What is a good suit to use it with (besides Amarr Assault)? And, finally, how much damage does it do when not in its optimal?

I think the optimum for the laser is 80-85 meters. Keep in this range. Get used to looking at the numbers displayed when pointing at a target. This is your damage rates. 120% means your in optimum. That will be vs shields I believe. Aim for center of mass and be careful not to overheat. This is pretty much a defensive weapon. If someone gets in close to you, better have a sidearm cause you wont really do any damage if their right in your face. Your weapon effectiveness I think drops to 7% or so?

I use the LR quite a bit depending on the maps.
Avoid anything closer than ~55 meters and nothing past 90. I run three complex damage mods on my ELM-7 fit so you don't have the guys that just go back into cover and survive with 1 HP. If you are hitting them in the 60-70 range always "cook" it a bit for higher damage.
Last but not least, an AR with sharpshooter 4 does just as good as a LR so prepare to rage as you die to ARs in the 60-70 ranges.

Oh god, I absolutely hate it when they survive with pretty much no health left. I mean, I'm using the weapon in the game that takes the most skill, and I get rewarded with more Kill Assists than kills???

Being an Amarr Logi, I do have a Sidearm :D
I pay more attention to the range than effectiveness. If I'm killed within a certain range, I'll adjust accordingly. If I do good damage to someone within a certain range, I'll stick with it :)
PS- I absolutely love shooting people in Domination on Ashland, when they're hiding by the Supply Depot to keep from the Grenade Spam Just camping at where Charlie normally is and shootin' peoples out of the crow's nest :D

Since the optimal range of the LR is so situational in my opinion I would think it would be good on a commando suit. that way you can fit something other than a sidearm for closer combat. otherwise once someone/anyone gets within 30-40 meters with an AR your screwed, and gods help you if there is more than one.
one problem I've noticed when running the LR is that because it is best to have the range at a specific distance I some times have to be away from my fellow squad members or even a group of blueberries. if i want to hit someone at optimal range you have to sometimes risk going out into open areas and get shot or away from backup. I've had my fair share of kills against LR operators because they are alone and without assistance in CQC

That annoys me rather greatly when they get away with that 1-5hp lol.. |

I really enjoyed using the laser, but found that it didn't work with my playstyle much (you know, run in and explode). I did learn a few things, though, and the main is that you will score more assists. If a K/D is important to you, you might consider the scrambler instead. However, for utility, I found the laser is amazing. You rip their shields, and I have yet to find someone that doesn't freak out when that crackly sound passes near them. It's a very tactical weapon, you have to be good to use it.
Might explain why I use the MD instead :)

I find coupling it with a repping Nano hive and a partner means that the pair can hold down entire sections of the map with minimal effort, a pair of Ak.0 Viziams can wreak havoc on artillery of high elevation areas, the nano hives ensure a modicum of defensive reps against enemies luck enough to clip you with AR rounds, and snipers who will inevitably deploy to take you down.
I also like to charge my beam a few seconds before damaging my target, sweeping the beam onto them from the direction they are not facing. Its a surprising and utterly panic inducing tactic.

I always run it with X-3 Quantum Hives and a Compact Hive for emergency reps :D I don't have fitting issues (yet) and I don't have my PG/CPU skills very high I'll be working on the Laser Rifle in general, as it's my new favorite gun.
And once I get my fitting skills up I'll be using an M512-A SMG rather than a Toxin SMG.

You just have to get familiar with it's very peculiar range. Once you're ready, you'll be able to judge your effectiveness without having to look at the display.
That's step one.
Step two is making sure that when you do catch some one inside your range, you'll cook him up real nicely. Quickly scan your prey's surroundings and look where they might flee for cover. If their coverless, let it burn, however, in situations where you have someone who can easily strafe in and out of cover you'll want to deliver a full blast once they pop out. Cook it, heat it up enough based on how long you predict your target will be out of cover. That's another thing, I waste a lot of ammo by simply heating up the laser when I predict someone will show up. So have those nanohives at the ready.
Step 3 is making sure you're really pissing off the other team that you end up with an orbital strike on top of your head.

You will run out of ammo a lot, being hives.
Equip an armor buffed sidearm...smg.
Only use ADS for stationary tragets. For some reason hipfire scores more hits than ADS since they changed ADS sensitivity to match hipfire sensitivity...expect that to change when switched back.
Have had success with a damped, tanked scout w scanner. Makes it easy to get in optimal range, line up HS, and start cooking. Evasion at 85m also very easy when you can outspeed them...however I prefer to cook a made and wait for the blip to approach the corner BOOM!
Today is the sort of day where the sun only comes up to humiliate you.

The only advise I can really give you for the lazer rifle is keep tge reds at the second ring on your radar and youll inflict the maximum dps also if you heat tge lazer up on the ground beneath your target before you swioe upwards towards their face you will also achieve the max dps and most likly down your target. My fav suit for the lazer is the logistics a series as it lets you carry droplincs and k17 nano hives allong with a scanner.
This sort of lazer logi is best used supporting your team from the rear lines suppling intel, ammo and safe spawn zones as well as covering the flanks . Your lazer is a really deadly wepon and will get you some satisfing kills as well as good area denial over longer ranges. (Youll be surprised how many folks dont want to rush open terrain when a lazer starts flashing at them).
