Didn't watch the video but I can attest to the fact that hitting enemies sometimes results in blueshields.
A lot of time it's due to textures because lolCCPs graphics > functionality logic. |

This can sometimes be due to latency. The enemy might be there on his screen, but is actually somewhere else for the server. Damage and Hit Detections are done Server-side, so this might be the case.

He got shot by a scrambler weapon (probably rifle) 3-4 times. He is a gallente scout (I think). His shield did not even drop. 
Are you saying you can lag tank??
I live in Sweden, we-¦re probably top 3 in the world when it comes to internet connection advancement. I have 100 Mbit/s fibre going into my apartment (have had it for years).
Does dust punish people with good internet connection!?!

this never happened to me... happens only on enemies. They should fix this latency issue somehow.

Get a tactical sniper, unleash 3 shots at motionless target as fast as the gun will let you. Hit detection is still terrible, they covered it up with aimbot.

Perhaps it has happened to you, and you didn't notice it.

Dunno when i play KBM my bullets go where i shoot em, when i try the DS3 and the stars allign, i mean the AA aligns itself, it feels like all my rounds r getting sucked towards the character i am aiming at.
Feels allot like my bullet are on magnetism, so i think its KBM vs AA + Magnetism (but they never included that in the patch notes)
But on KBM i see lots of shields pop blue, but no hit is being done...
