We have said many times before that vehicles should be the same in EvE with respect to skills. If you don't have the skills you can't drive/fly it...

Essentially no, but you can't board a ship you don't have the skills for. Thing is most ship thieves of that nature have ALL the skills needed to board. They certainly don't go after victims in ships they themselves cannot fly.
The reality is, there is very little ship thievery in EvE, my point is still valid though, skill based locks in addition to a higher level of locking (personal/squad etc.) is needed.
