8213 is right. Vehicle Lock shoud be simple to implement yet I've witnessed 18 month wait for it - and still going. Temporary delay timer for delivery isn't lock, though it addresses the most blatant cases of vehicle stealing (and accidents as well!)
King Checkmate, this is not really tank qq. It goes for any vehicle, and even when condisering tanks it's not about their power but whether you have control of your 'suit' or not.

Examples of need to step out of vehicle:
These are valid most of all for LAVs and HAVs. - Setting uplinks (or other EQ for your team) - Repairing by hand tool minor scratches or emergency repair after catastrophic damage - Recalling vehicle when not needed - Stepping out to hack an objective - To do a hand scan - To call down a Strike - Third method of setting a sq order (as normal method is bugged)
LAV: - Using LAV as cover to engage reds with hand weapons
On each case you have to carefully consider whether you can do those basic things, fact is that random blueberry is a BIGGER threat than enemy AV as such! Thank goodness they can't forcibly throw you out of your own driver's seat...
Just yesterday, I parked my LLAV on flank of reds to support our boys making the real push. I was gunning on reds, with LLAV being my only protection while reds realised I was a threat with my tac rifle. As 3-5 reds turned on me... My LLAV became blue and accelerated away. To try murder taxiing - badly.

Essentially no, but you can't board a ship you don't have the skills for.
And it's a rare case an Eve pilot would leave their ship. Meaning as there are no people voluntarily ejecting from their ships there are no pilots flying in shuttles to find one.
In Eve you do things in your ship, not your pod.
Even when ship gets blown and yes you find yourself in pod, it is not realistic that any friendly/other player would have accidentally clicked 'eject' button to steal the ship from-
Entirely different game, no need to create an analogy there in this case.

I'm correcting myself a little.
There is one area of ship thievery. In-corp ship thieves who are most likely infiltrators who have gained access to Starbase force field bubble and find parked ships withing the protection of forcefield from all hostiles.
The thing is corp members aren't hostiles as such, and therefore this is a metagame of it's own. Which would be welcome to Dust as well.

3 min ago as I am writing this I was laying a minefield and AV nading an incoming LLAV. It got damaged and as I was about to chase him, my ride was stolen - again by a blue to do random murder taxing.
We NEED a lock.
