Odd person. Not very well informed, though.
The smallest of the empires, population-wise, is the Caldari State, and it's militarily the strongest. State Executor Tibus Heth did try to wipe out the first generation of Caldari clone soldiers, though some evidently escaped with the assistance of Mordu's Legion. The second and succeeding generations were subject to no such purge, and have been permitted a sort of absurd level of liberty to act as they (we) see fit.
Actually, it's the level of freedom we're allowed that makes me think the Jove, or their agents, are still a power in New Eden. If you look at us from the perspective of a rational administrator, we're an expensive and extremely dangerous new form of weapon, something to be tightly controlled. Our small numbers, high efficiency, lethality, and quasi-immortality should logically have kept us restricted to use as black ops weapons by empire militaries. We should logically almost be slaves, if probably well-treated ones.
Unless we're all under the sway of transcranial microcontrollers weaving our own private realities around us in which we are freelance mercenaries, this is an absurd use of the technology. It's like building a terrifyingly effective weapon and then giving it away. It's nonsense. Nobody would do it.
... That is, unless the policy is shaped by someone else, someone who wants us independent for some purpose. Someone dying, perhaps, and looking for a way to continue their own civilization? I thought for a long time that this must surely be true of the capsuleers (whose situation is nearly as absurd), but it seems just as necessary for us.
As a matter of conventional policy-making, no one sane would put us in this position. There must be something else at work here.
