Cloaking should work similar to EVE.
Cloaks should take up an equipment slot. There should be 2 varieties, the basic variety which any suit can fit and will cloak you indefinitely as long as you donGÇÖt move your feet (you can still look in 360 degrees). It should have heavy CPU/PG requirements, and some other significant drawback (such as reducing the base movement speed of any suit with a basic cloak equipped). You could theoretically have a Minmatar logi with the basic cloak sitting on an objective, standing still, waiting for the enemy team to move on to the next objective before decloaking and re-capping the objective.
The other cloak is designed for Scout suits. Scout cloaks are also equipment slots, but these can be used while moving (although it should reduce the movement speed while cloaked). You get the GÇ£predatorGÇ¥ invisibility effect when in motion, the faster you move the easier this should be to spot. So walking slowly in a scout suit with a Scout cloak should make you nearly invisible. You are always completely invisible when standing still. Scout suits will have a 99.5% CPU/PG reduction to fitting scout cloaks, making them the only suits that can mathematically fit them, since the CPU/PG will be too high for any non-bonused suit to fit them.
Several things can decloak you: Using a weapon/equipment/etc. getting within x meters of another player/vehicle (friendly or enemy) who isnGÇÖt cloaked, getting within x meters of a supply depot, CRU, turret, nanohive etc., taking damage. Once you decloak you cannot recloak for x seconds (30 seconds?) and perhaps training up the cloaking skill can reduce this amount by 5%/level or something. You may also not be able to fire your weapon for x seconds after decloaking (thatGÇÖs how it works in EVE more-or-less).
There could also be a deployable equipment module that will decloak anything within an x meter radius (5-10m ?) until itGÇÖs destroyed. Also it would be cool if there was a version of the proto active scanner that could detect cloaked suits, but wouldnGÇÖt do anything else. It would have a narrow band, and limited range, with a significant cool down.
Cloaks should be expensive (maybe like 100K+ ISK for STD), and skill intensive (maybe requiring profile damps 5) and both varieties will have the STD/ADV/PRO progression which would make them better in some way.
