A corp should be able to put specific amounts of TAX on specific players within the corp, and groups inside the corp.
For example TCO's, directors, TLO's, etc'.
So for example, there is a really new guy that only has 1mil SP and is really poor, and the corp doesn't want to tax him, they could put 0% tax on him.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

I gues doing it on individual members could be a little bit too stressfull for larger corps.
There would be a general tax that is applied to all new members.
Then the corp could set up a tax for a specific group (directors, TCO's, etc'), and create new groups that have their own tax (like you just said, it's a good idea).
Or could set up a specific tax on individual players.
