I agree, even when I used the Caldari assault(Crome) I would never bother with regulator. The fitting bonus was nice back then tho. I can't see raising it to 50, that would make them OP. 30 would be acceptable.
How does the current bonus work now? Is it 2 percent per level? So whatever regulator you use becomes ten percent better?

I run Cal Logi and pay a lot of attention to the builds that other Cal Logis/Cal Assaults use. Rarely have I seen a pure shield tanker (i.e. with only 90-150 armor), and when they do, their shields are maxed out. I myself run a basic plate or two, and a dampener or two, changing it up depending on what scanners the enemy uses.
Put it this way. I can think of a lot of encounters where I could've survived if I had just a little more HP. But I've never looked back and wished that I'd had a bit of a shorter shield delay, or a slightly higher shield regen rate. Typically, when you are able to fully regen your shields you're out of danger anyway, so a few seconds doesn't make a difference. Yup, I remember them having less then 100 armour. Not everyone and there mother armour tanks.
Sadly, as a Gallente Assault I and my GalAssault Bros will feel the blunt of the hammer and have no where to turn, while the shield users will simply go back to stacking extenders, regulators and rechargers.

I think lowering the fitting requirements would help a little. I can't endorse any more then that, because with 2 complex mods you could get a 75 percent recharge delay which I think would bring it down to 2-3 secs.
