Flux grenade, although definitely not without use is IMHO simply a too situational weapon.
Flux does massive damage to shields, stripping practically any infantry off of it's entire shield HP, and can even be effective against shield tanked vehicles. On the other hand, it does nothing to armor. If you're in an engagement against an enemy who was previously damaged and lost his shields, having fluxes amounts to having nothing. I think this is the reason why more and more people choose locus over flux. Especially since armor tanking got buffed, and shields aren't FOTM any more.
Dropping a locus on an enemy will have some effect on him, no matter what condition he's in, nor what kind of tank he's using. It will, of course, be more effective in some situations and less in others, but it will never have no effect at all.
I think flux grenades should behave similarly. They should have base damage and range comparable to locus, damage both shields and armor, but do more damage to shields than armor. Just like lasers, and other EM damage based weaponry. This change would retain the "anti-shield" element of the flux grenade, but would make it less situational.
Thoughts?

I've been saying this for a long time. In EVE, there's no such thing as a weapon that only does shield damage, but for some reason there is in Dust 514. What's with the disparity?

I much prefer having them do damage to only shield. The larger blast radius makes it perfect for destroying equipment. And as a mainly mass driver user having the 20% damage reduction to shields makes me eat up ammo way to fast. For example it takes me upwards of 8 rounds to kill a heavy with full shields and armor. After fluxing it takes roughly 4 shots. With a very limited ammo supply of 30 rounds it is crucial to maximize the effectiveness of each round. If you think of the flux as an emp (which it technically is) it should not do physical damage.

A flux grenade doing the same base damage as locus but with increased effectiveness against shields, will wipe out the shield HP of a heavy just fine. What's even better, if you throw another flux at him, it won't be completely useless as it is now.
As for the flux being EMP... I'm not sure what is the exact description of the weapon, but it could very easily be a variant of the Minmatar EMP projectile charge. It does mostly EM damage, but it also deals Exp. + Kin.

Caldari made the AV grenade. Speaking of that, Amarr doesn't have its racial grenade yet.

While I donGÇÖt think that flux should kill people, it would be nifty if it scrambled their HUD and in severer cases caused some of their modules to shutoff for a short while.
On vehicle it should cause problems maneuvering the thing and stationary turrets should shutdown entirely while it reboots (short offline mode)
This would give Flux grenades use against targets with no shield, without encroaching on the explosive nades turf.
The two secrets to be a good sadist:
1) Don't tell them everything you planned.

Actually I believe that it does do a very small amount of real damage to someone at pt blank range. But that's not the point. If anything it should be given a larger radius and kept to only shield style damage. It is the nade I use the most because itknocks out shields and then allows me to one shot through armor when I charge an enemy's position. It very effective in combination with mass drivers, flaylocks, and hopefully with the combat rifle when it comes out. But MOST importantly I like being able to hop around a corner under fire, tossing one into the enemy's controlled area, hopping back to cover and then seeing all the notifications of enemy equipment I just destroyed! No more uplinks and then you know if you kill them they ain't coming back anytime soon.
