You will want to talk to AE about that, but ringers are not allowed on PFC players from your corp and alliance only. The purpose of PFC is to train your corp/alliance not pay an experience corp to hold a training district on your behalf.

Why not pick a corp that you think you can beat on PFC by a clone pack and go for it.

Hopefully they have a district now because the took it off someone breaking the rules and will be transferring it to the rightful owner.
