I think they did fix match making, but donGÇÖt have enough people in the system to make it work properly on off hours, so they had to relax all the settings to prevent really long que times.
I think that as you alluded to, PVE will be part of the fix. Partly because it will give new players something to do other than getting proto stomped, and partly because if new players have something to do other than getting proto stomped DUST will have a higher player retention, leading to a higher player count, which will lead to there being enough players on for CCP to crank up the settings on the match maker system again.

I'm a great believer in PVE saving newberries from the stompfest, but I'm afraid I disagree with your assessment that matchmaking has been fixed. I regularly see teams with multiple squads and proto gear against complete newbies. These are not isolated incidents, they are extremely common, and I see it almost every time I play. Yes, but did you see that right after the release of the new match making system when we had 2 minute que times? What I am saying is that the new match making system has been written from the ground up to allow control of match making using several variables.
What you are describing is the result of the sensitivity of the match making system being turned way down to insure fast que times. Right now we can either have fast que times, or balanced matches, and CCP has chose, based on player feedback, to set it for fast que times.
If we had more people in the system, the settings could be turned up so we would have better match making and still have fast que times. So that is what I meant by it being fixed. A good match making system is in place. They just have not turned the settings up, to make it work as intended, because we don't have the player base to support that yet.

Exactly ... if the matchmaking was constantly putting 6 v 15 then okay thats due to a lack of players but when the teams are 16 v 16 and there are 2 squads of people with 15m sp + on 1 side and 16 randoms of guys with 2m sp and below then that is a matchmaking issue not seperating players in a balanced manner it really shouldn;t be that difficult to stick the 2 squads of guys with 15m sp + on DIFFERENT teams and then fill the other spots with randoms .. that would make the matches alot more balanced Sadly CCP don't seem to be able to understand that logic lol The example in my OP is a rare occurance just like when you have 1 team full of players v 0 enemies .. the real issue is putting 2 squads of proto's on 1 team v none on the other I think currently that if you have 11 new players on one team (not enough room for a full squad of 6) and the other team while already having a full squad of Vets still has 6 slots open, the matchmaking system will often just slot in a second squad of Vets just to quickly fill the teams and get them into battle.
If the settings were turned up to make the match making system more picky, then the system would hold the second team of vets for another match, but currently that would leave both the people in the first match and the second squad of Vets waiting until more people que up.
I expect that there are good reasons why CCP does not want to shuffle the teams after players have been assigned to a team. So if the system does not place a second Vet squad on the team with the first Vet squad, then everyone has to wait until enough singles or partial squads que up to fill the teams.
