Many people (my little brother included) have yet to spec into any weapons yet because they don't think a respec is coming, and the weapon they want to spec into is not yet in the game; I think that's what the "no respec" crowd advocates.
Anyway, this latest event (Winter Carnage) rewards you if you only if you have skilled into a weapon (no rewards for kills militia weapons). The rewards get progressively better the higher the tier of the gun, so you have to have prototype weapons to get the ultra-rare Quafe scout suits.
Its not enough that they have to go through playing Dust with low tier weapons, and possibly low tier dropsuits (if they're waiting for the new scouts and heavies) leading to them getting stomped on by those with high tier stuff, but now they miss out on event rewards as well.
If you spec into something you don't really want because what you really want isn't available: "No respecs" even though it wouldn't hurt those who don't need it.
If you save SP and patiently wait for mew suits and weapons to make smart skilling decisions: get stomped on by protosuits, and CCP screws you over with events you can't benefit from.
Anyway, I'm glad my desired suits and weapons are already in the game. I'm lucky.
EDIT: Pilots who put all their SP into their vehicles are also screwed.

Everyone benefits from the FW rewards; even if they didn't spec into that faction's gear, they can still sell it in the future when player trading becomes an option.

Not everyone has exiles or other BPOs, and still can't get the sweet rare Quafe suits without prototype tier.

When player trading arrives, they will be a very valuable commodity because of rarity and color scheme. Scouts may not be very good now, but it won't always be that way.

I hate idiots like you using "HTFU" incorrectly as if its a valid argument. HTFU is something you say when someone can't handle the sandbox and cut-throat nature of the EVE universe, not something you spout like an idiot whenever someone says something you don't agree with. I remember seeing people like you even use "HTFU" to somehow defend default spawning in ambush in front of groups of enemies. "HTFU" is not an excuse for bad design.
When the hell did patience and spending skill points wisely become being a "dumb ass"? If he spent his SP into the AR for example, and turns out he prefers the combat rifle and never uses the AR again, then its like he wasted that SP because he can now never get it back.

136k is a couple days of play for even the most average of player.
There are issues to criticize CCP on but this isnt one of them.
QUAFE SUITS! Its not just about the weapons.
Also, even if you don't want a particular weapon reward, you could still benefitt from it by selling it in the future when the player market is here.
I'm not saying they should give everyone rewards with weapons they don't want, I'm saying they shouldn't have done this event.
