And thanks for bringing it up, because scouts are fubar in so many ways I feel like this issue took a back burner to more immediate performance problems.

I don't believe that CCP doesn't care about scouts though I do believe that they introduced them with the idea that certain mechanics, terrain, uses, etc., would be in place to warrant their steep penalties. But since none of those are here they are just like a giant elephant gallivanting about dressed as a janitor in an office building "here but out of place". I mean imagine if tomorrow you woke up checked the in-game updates an found out that they completely removed scouts from the game.
