I personally like the concept of signature tanking over speed tanking. I was severely against the bunny hop and the "a d a d" strafing which gave people neo dodging abilities.
Also if you can use an ar and shoot and hurt a speeding lav driver, then no reasonable amount of speed will revive your direct frontal speed charging, that was entirely hit detection. I do think speed tanking should be viable granted enough cover for regen/speed tanking to work, but in an open field, I do not think speed tanking alone should be viable. I do agree with increasing scouts speed by larger margins now, but it won't have the same effects you image (again my lav argument). It would mainly be for map coverage than anything else.
Plus I would rather scouts operate something besides assault like or even logi lite.

I guess it was kinda ridiculous my scout was out maneuvering like 4 guys trying to shoot my while I was in the open back then. But... That's what was fun about it. Honestly it added variety to the game. If it is to be brought back, it would add variety to the "HP UD DA ASS" suits we see now. But idk.
lol, I had that same experience back in close beta with 3 guys shooting at me, so much for us at any rate.
I honestly think ewar would be the solution, we could get a nosferatu module or equipment which slows down a group of hostiles speed/aiming wise, which allows other scouts to maul the poor bastards. The idea CCP had for brink tankers + logi reps being so strong is due to teamwork, why can't scouts with ewar that slows down suits in an aoe and other scouts (aka piranhas) that feast on the poor souls?
There are a lot of ways ccp can go with the scout

The difference with this is that pc shooters had kbm with direct input which meant you can keep up with rapid dodging. Dust kbm has acceleration and lag to try to keep it in line with controllers, kbm still has faster aiming and turning than the ds3 but the ds3 has aim assist. Which makes kbm the superior control method for weapons that don't get aim assit.

Plus I would rather scouts operate something besides assault like or even logi lite. I feel scouts should have more base cpu and pg and modules at proto level as well. I don't scout, but looking at the base stats of the suit just makes me think "What is the point?"
Oh yeah, not only due we get a low slot count, we aren't even cpu efficient with our slots, if I recall, when we divide cpu/slots we get a lower % than assaults.
