I have amazing news! Kane Spero Escrow Services just assisted me in transferring Dust Isk into Eve Plex. With the conversion set, Spero Escrow services was able to transfer those funds per request to the Philippines Typhoon Relief project which CCP has generously set up. Kane Spero sent a receipt of the transaction via a screenshot. I vouch for its legitimacy!

I will direct your questions here. However, I will state that Kane Spero has been offering new services of transfering Dust Isk into Eve Currency, and Eve Plex, regardless if you hold an Eve Online account. Mr Kane Spero will handle the transactions Eve side and send you a confirmation receipt via emailed screenshot. He can take video per request as well.
If you are interested in his ISK transfer services please send a mail in-game to "Kane Spero"

If you have no intention of making an Eve account you're going to need a 3rd party to store Plex that you purchase from other vendors. As for buying plex, there are many ways you can go about doing that. I remember Silkroad 1.0 had a pretty active 'classified ad' section for purchasing PLEX with Bitcoin.
