Tiercide is exactly that: removal of tiers (std, adv, pro)
While more experienced (SP) players still have an advantage over newer players, it is only through passive skills, rather than gear.
It works different in Eve, but here is how it should be implemented in dust:
For example, let's say that we have one basic Caldari medium frame with 4 high, 3 low, 1 grenade slot, 1 equipment slot, 1 sidearm slot, and 1 weapon slot. Together there are 11 slots Every medium frame has 11 number of total slots, but each varient on that suit will move where those slots are for example, while keeping in theme with the racial profile of the suit (caldari are high-slot heavy, high shield regen, and more omni-tank capeable than MN, but with horrid stamina and speed when compared to the MN)
This basic frame is the most balanced of the caldari medium suits and has no bonuses associated with it.
Other varients would put an emphasis on grenades, allowing 4 grenade slots, but losing an equipment slot, a sidearm slot, and 2 low slots (suit bonus would be 5% grenade blast radius/lvl).
Another example would be a CA medium frame with an emphasis on speed, but coming with an inherent -25% penalty to shield and armor tank module effectiveness which would be reduced by 4%/lvl into the suit, itself
A logistics suit could have 3 equipment slots, while taking a loss of a grenade slot, a sidearm slot, and 1 high slot.
Suddenly we have far more possible variations for every race, as this would apply to every suit type and race.
it applies to weapons too.
We could have multiple varients of 1 assault rifle that are all good.
An assault variant of a rifle has a higher ROF and stability by 5%, but reduced range by 10%
A breach varient trades ROF for better stability and range....etc
These changes reduce the gap between new and old players, but allow older players to have an advantage, still. (25% vs 200% advantage)
it also means more variation in fittings
