The idea was for beta vets to get back into exactly what they had back in Chromosome. Logistics got got screwed in the process, but it evens out a bit with the huge buff they got, especially with the Minmatar hacking bonus. 
 Is there a quote for that? Because I honestly don't know the true reason behind it. I just guessed.

 I remember the suit stats went like this
 Dropsuit Command (x1):
 lvl1: Assault
 lvl2: Scout/logi
 lvl3: Heavy
 lvl5: Specialization suits (ended up being useless)
 
 X Command [X=said suit skill book] (x8):
 lvl1: One regular suit
 lvl2: One more regular suit
 lvl3: One advanced suit
 lvl4: One more advanced suit
 lvl5: Both proto suits
 
 Suit specialization was cheaper back then. However, since basic frames are just assault suits with no passive bonuses, I can see where logis got screwed. Assault guys hit the roadblock of not having passive skills, while logis hit the roadblock of possibly not being logi for a little longer than before.
