That's an in-game screenshot from the Gallente Research Facility maps. They've a few of those floating around all over the place and this is very similar to the angle in this video where we see the Rail Rifle on the left in the hands of a Gallente Logistics.
Edit: Which, by the way, this video was posted back in June. So, could be a long long time before we ever see the Amarr Scout in-game.

If you have the HMG which is designed for infantry, and the Forge Gun which is designed for vehicles, what other roles are there to fill? I'd imagine that leads to a lot of circular discussions and difficulty in coming up with workable ideas.
In that case every Light Weapon other than the Swarm Launcher should be completely nyxxed.

But that's what I'm saying. They seem not to want to follow the same methodology as Light weapons, but that's what's getting them into this trap, if that's what the issue is.
Oooor they could just be holding out on them until they actually have... yanno... heavies... with which to use them...
