Meh. Makes little difference in the hands of someone skilled.
The difference is simply that... he who can aim near perfection with a controller took the long time to learn how. People do it in different ways, but I always preferred the double stick movement since my hand to eye coordination is superb. (For those that don't know, it's when you use the right stick for the bulk aim and the left for the fine-tune.) The mouse? Well, the mouse is a lot easier to use for fine aim. Doesn't take as long to do.
Note: I was on PC before console, so I do realize what I'm saying. My specialty is mid to long range combat and the controller is nowhere as easy as the mouse for that.

That's true to a degree. You are still able to fire during the sway when first aiming, though it's far more difficult to actually use that (as that is what I do). The chances of failing the shot during the sway is significant, as anything could go wrong.
But for holding still for the steady aim? Yes, you cannot use the left, which makes the mouse and keyboard superior for the people that do that. I do have one thing to say though about keyboard and mouse that just may shock some people. The keyboard and mouse is being held back tremendously. No, it's not just the lack of raw input (which is essential for those of us that play or have played PC FPS). The keybindings. They need to be able to be adjusted by the player. First time I plugged in the keyboard for Dust 514, I fumbled to find the grenade key. I quickly discarded the keyboard and mouse after that.

They allowed it in Killzone 3. That thing, in proper hands, is worse than keyboard and mouse with raw input. The only error that it makes is if the person using it makes a mistake. People think keyboard and mouse with raw input would ruin Dust 514. They clearly have never seen the Move being used with no restriction. I hope they don't ever allow that monstrosity to reach its potential.
Added note: It's the most frightening thing to be used against you, but it is the most delightful to use. You are the gun.
