Capsuleers are sponsored by the empires themselves.
Time has proven time and time again the cost savings of a capsuleer far outweigh traditional people despite the technological costs involved.
Concord Regulates the mental training and pilots selected are on a genetic requirement. In natural cases markers that would make one such person pilot capable is about in a billion. Because of the rarity of these sort of people they're often referred to as the elite of humanity by the pilot status alone. Caldari have been known to use test tube genetics to increase the number of people with the markers after all they do have the smallest populace and based on the last census the highest amount of pilots.
The cost savings are easily justified, A security detail mission where a capsuleer in a single battleship can accomplish with high success alone would take traditionally over 30 battleships and appropriate escorts and they will be suffering losses with a significant chance of failure. With nearly 10,000 lives aboard a traditional battleship that is a significant amount of lives and payroll at stake. Also all the experience the crews had may go down with the ship.
Capsuleer sized battleship only have a crewing requirement of 1,000 people, all lower tech marginal tasks folk such as janitors and cargo bay handlers. Crews are so stripped down some crews are allowed to bring their families aboard capsuleer ships so they will never be far from home while earning a higher pay than normal. Capsuleer crews on average are indeed paid far more than those on traditionally captained ships despite the high risks and prone to conflict most capsuleer ships are subjected too. Specialist crew are sometimes brought aboard to run higher technology systems such as a cloaking system on the covert ops variety of ships. Generally tech 2 ships have even a much smaller crew as more systems are automated.
When it comes to raw crew pay, insurance, cost effectiveness in securing or recovering stricken business Capsuleers are highly efficient to tax over, incentive with pay and loyalty and create new ones despite some of the going on their own ends. Concord and the Empires know what threats the capsuleers can impose and do as little to provoke them into any type of rebellion. After all empires still have majority franchise of new technological developments and are the sole provider to the skill book programs and many of the current technology blueprints.

Immortal Soldier projects of all four empires are primarily funded by the armies that each empire hosts. Concord is still uncertain on what to do about us but for the time being are treating us as equal to the empires allowing the individuals to seek whatever freedoms are allowed to them under the law. Like capsuleers we have been proven highly effective in terms of costs and deployment to the point traditional forces avoid any type of conflict with the Elysians at all.
This does not change the fact that the empires can continuously keep pouring more and more isk into the projects to accommodate the mercenaries on the field and acquire new soldiers to which for all that is known only a high mental discipline is required. Nearly anyone can become an immortal soldier regardless of their genetics and background. Though the militaries often favor using populations of their own special forces, medically discharged soldiers, and sometimes even criminals as a form of punishment.
There is hesitation to go full speed ahead on these projects on being there may be too many immortal soldiers to handle. While an entire division of infantry may not be able to beat a squad of immortal soldiers, that entire division can still destroy the CRUs and the enclaves, the router which soldiers are relayed to in case of death. There seems to be a limited range of our ability to jump and if one were to eliminate all nearby routers a permanent death could be possible though the possibility of such being capable has yet to be proven.
Also as another means of control the empires who expertly designed our military grade clones are able to kill the clones at any time they see fit remotely. The first generation of clones did not have this kill switch and had to be extracted from the field by traditional means.
Most mercenaries however have bought their own personal clone free of the kill switch and often use it in their private quarters and lives. Clone companies are working on expanding services to the mercenaries to allow a wide range of appearances.
