If not 1.7, then 1.8 with no doubts in my mind. You'd think they'd want to push out dropsuits first, as they're the most "popular" in terms of overall use, and perhaps the removal of 10 assets (vehicles) would provide the breathing room needed to release suits with 1.7
It will all be in one fell swoop, or very close together, so that way the only valid argument for a full respec (core content) will be squashed, players will be thrilled, and they can take their time implementing and balancing a paid SP buyback option, like the booster they've shown interest in.
The logistics of doing any form of SP refund is a nightmare as it is, make every dev go in by hand and remove certain skill trees only? Lmao, yea, keep dreaming.

I'm more worried about people just up and leaving the game forever because all the time they invested becomes obsolete or drastically altered, than I am about a few people who like to sit on SP, "just in case".

Last time I checked, even the most outspoken pro-respec people hate that idea. Although I don't see a problem with it given the level of restrictions it imposes. I think most people are ok with it, aside from it costing AUR. I'm just saying that CCP sees the importance of such a thing, and they've offered a number of respecs already, so don't get your hopes up that we won't get another.
Evidence shows that the chances of us getting a respec are higher than not getting a respec, regardless of how it ultimately plays out
