So, according to CCP, the reason they don't have a test server is because Sony is scared shitless of untested code being released to the PS3.
So I've been thinking about the test server issue And I thought to myself "Wait, CCP can push some updates without Sony's approval, like damage nerfs or buffs, eHP values, etc'" And then I thought, why not have a test server for that? Would be mostly for balancing, say reduce damage from a certain weapon, and then test it on the test server. Successful? ---> Add to update or hotfix Unssucessful? ---> Change and try again They wouldn't be able to do that with brand new code, but numerical value changes they would be able to. Something like this could avoid the whole Doom taxi debacle before it even started.
Basically, this eliminates the numerical guesswork CCP tends to be required to do.
They could also test new weapons by say, Combat rifle? Change the burst rifle stats to the Combat rifle stats on the test server, and see how it behaves.
New suit? Change the stats on a suit and see how it acts.
This would allow for much more rapid development, as CCP isn't wasting time on releasing something, then fixing it a month later, then fixing it again, and again, and again until they finally get it.

Do you have the source for this? I'm not doubting this in any way, as it sounds perfectly plausible, but I like to see primary sources where possible to get context.

As far as I am aware CCP is already pushing Sony way beyond their comfort zone with Dust, through things like monthly updates and connection to the New Eden cluster. If this test server thing is accurate then I'd imagine they are quietly campaigning with their Sony connections to get it changed, but these things take time. Remember that we're talking about changing the culture of part of a Japanese megacorp.
I suspect this is one of those times when patience is a virtue.
