Now that I got that out of the way, lets just clarify to everyone that those 3 things are not OP, they are popular for many good reasons.
There will always be a suit or weapon that is better than the rest. I chose the Gal Logi for racial pride and my supporty nature (at the time), it wasn't until the armor buff that armor tanking became feasible and made it one of the better suits. The slot count is high and the bonus helps with that. But even with electronic and engineering 5 I have to choose between either great weapons, great equipment, or great defense, more slots doesn't equal better if you don't have enough PG or CPU to maximize everything. The lack of a sidearm is also a disadvantage, not apparent most of the time, but comes back to bite you later when you need one. It's not nearly as versatile as the Min Logi but very does very well in many roles. Logis in general are popular, which as a logi, I'd prefer to see the other suits buffed before CCP brings out the nerf hammer.
I think that some of the reasons the AR's more popular than the SCR is that everyone's tried it and familiar with it, there are a couple BPOs for it, and there are enough variants that speccing into it has more variety. But given the choice between a standard Templar SCR with no bonuses and a standard Exile AR with prof 3 bonus, I'd choose the SCR 90 percent of the time. Once the rail and combat rifles come out it will be a whole new ballgame. The rifle dominating the battlefield shouldn't be a surprise to anyone, and we only have two now, I expect the rail and combat rifle will get a lot of people off of the AR.
As for the scanner, it's a battlefield intelligence gathering tool. For people who don't like being spotted or think it's unfair, use profile dampners, I do on a couple of fittings, and the more people come to rely on scanners the more useful dampners become. You thought you were safe after the scan, but didn't take the time to see the shotty scout right next to you. The scanner can give you a false sense of security, not to mention they leave you vulnerable. I get killed a lot because I can't switch to my weapon in the middle of a scan.
Seeing as how all 3 things are made by the federation I'm more than happy to say they are great without fear of a nerf. Amarr suits are a lot better now, and pairing their bonuses with their weapons they quickly tear through only the heaviest of armor tankers. The Caldari assault and Logi are still the best choice for shield tanking, and with the addition of the rail rifle, longer range battles could tip in their favor. Once the Minmatar get their combat rifle they'll be able to due short work of those who armor tankers who have been doing so well recently, seeing as how the only weapons highly effective against them are explosives (I hate cores) and machine guns.

Oh I started writing right when you posted, if I hadn't spent so long I would have been the first comment. I wanted it to be a "in before nerf this or that" post. I know you intention.
