For the Minmatar medium, and fighting as hit and run/flanker to take advantage of the extra speed and mitigate against your (comparatively) lacklustre shield/armor, recovery time is important to keep you in the battle.
Skilling into the Assault suit will assist with that (+5% shield recharge per level) and fitting a energiser will bump your shield recovery up to something useful (easy +40% with lvl 3 Assault and a basic energiser, or +60% with the enhanced). The loss of % shield from the module is fairly minor, but I wouldn't go above the enhanced model.
Paired with a couple of shield extenders to fill out your high slots you have reasonable short term survivability and the ability to get back into the fight quickly, though if you're confident you can stay out of the line of fire, you can start dropping in damage mods instead.
I normally fit one basic plate armor in my low slot for a bit more tank to go with the passive armor recovery. The loss of speed from the basic plate can be countered with a two levels in Biotic Upgrades, so it's easily overcome.
And I always fit a profile dampener in my other low slot. If you're looking for a bit more recovery/tank you could replace it with reactive plate to go with the basic plate and get your passive repair rate up to +2 or +3/sec, but as a flanker I find keeping off the radar is more useful.
For weapons, you could consider fitting an SMG + scrambler or flaylock pistol to take advantage of the Assault suit bonus to sidearm ammo, as a skilled up SMG is as effective as the AR at close range. Personally I run AR and the pistol so I have a medium range and short range option, but AR + SMG is pretty solid too.
And if you've got the PG/CPU for it, uplinks are great. As you'll be working around the edge of battles, you're often in a position to drop a spawn point behind enemy lines and shift the direction attack. Using advanced uplinks you can easily rack up 500+ WP in a battle just from spawns.
Other than that, you're using the right tactics, just make sure that you take a second between engagements to allow your shields to kick back up and you should be solid.

Not even close
For all the calculations etc have a look at the below thread, but effectively you need a prototype dampener (plus the dampening skill to level 5) to avoid an advanced scanner with a medium suit. And anything beyond that will gimp your fit anyway, as you've only got two lows to play with.

The basic dampener will get you below a basic scanner and that's it.
I mainly use them so I don't show up on passive scan, means I can sneak up close to pretty much anything and won't show up if I'm hiding around a corner, but I'll only avoid the basic scanner (enhanced dampener and level 3 skill). |

A single basic should be fine for that, will get your scan profile down to about 41.5 (module + 1 level of skill). With that you'll be invisible on passive to everyone, unless they're a scout with levels in precision enhancement or someone running a precision enhancement module. |
