I'd rather put prof. 5 into a Scrambler Pistol than Plasma Rifle. Only one of these take skill to use.

Actually... they have the ability to hit hard from a bit longer range than the standard variant. Since 1.5 (was it? Or was it 1.4?) the tactical variants became viable, though they will never be as popular as they were once. The only Plasma Rifle acknowledgable for any "skill" to use is the Breach. You gun me down with that thing while I use the standard, then you deserved it. I clearly ****** up somewhere along the line.
"But, but, but... Standard has more DPS!" DPS is nothing if you don't have the range to hit with, nor if you can't connect. What I will give you, however, is the notion that they both take more ability than the standard. Standard is braindead ability. It does suck what's going to happen to them all though...

I use semi-automatic and burst fire weapons in every FPS I play. They are my preference over fully automatic ones, as I aim for the head. The rule of thumb is to hit the weak point. The sheer problem with the standard Plasma Rifle is that its raw damage is good up to, what, 80m? And that's not a problem to you? A Gallentean weapon... Yes, a blaster... Having more consistent ranged damage than the Amarrian Laser Rifle? If you really believe the other variants of Plasma Rifle (besides Breach... thing's a bit ass if you ask me) have low TTK... you need to aim better.
Not to sound like an ass, but I don't use AA. Aim for the head. Blow their brains out. You can three to five burst at the worst for most suits.
Ha. This guy.
Added note: Try using the Scrambler Pistol by itself. I recommend the Assault. You'll find it isn't as easy as any Plasma Rifle.

I'm not talking about standard rifles, I'm talking about the Burst and Tactical ones.
Do you honestly believe that I don't know to aim for the spot with a 160% damage modifier?
Never once beat an LR user in his or her optimal while using a Burst or TAR.

You either A: Have terrible ability to combat LRs, or B) just overall suck. It hasn't been since the LR had gotten its new sight that I've seen a LR beat the standard AR. The tactical was once subjected to... abuse. It was "too good". It's okay now, I suppose, but it'll never be like it was. (Thank goodness.) Since you don't seem to be able to see multiple things within context, I'll hold your hand and be more specific with this little section.

The LR has been rather gnarly for a while now, even a bit before the new sight came in. The standard can beat it (the LR) within its optimal because (again) the sheer damage being carried a bit too far. I haven't seen a burst fall to a LR in a long time. The tactical relies on getting the first shot and keep shooting. As such, it can be outclassed by the burst and the standard Plasma Rifle rather easily. It's the most demanding variant compared to the others. Even with this said, I've seen the tactical slaughter the standard within the same tier. (I was hanging around that guy watching him do lovely pewpewpew headshots. He was actually brought down by a Maddy. He respawned and OB'd it. lol. Was good fun to watch!) Personally, I prefer the burst variant as it is the most familiar weapon to me since I (again) prefer burst weapons to automatics.
I don't like where the upcoming changes for the tactical and burst are going. It feels... wrong. Sort of... backwards. I do hope you're able to understand now.
Added note: You should probably save the SP. Things are going to be a bit hectic when the new weapons release and you just know how CCP loooooves to do things around that time.
