What you are really upset about is organized squads, the reason that you mention proto is because that sounds better than saying teamwork is op.
1.4/1.6 literally made the difference between militia and proto thy smallest it has ever been, its why exiles are so popular combined with their lack of kick.
My main fit I run 95% of the time,
dragonfly scout (only suit I use) 2 x TT3 (advance pistols) One bpo dapener One advance dampener One bpo militia grenades
Yet I can drop proto suits in a second, what is difficult is when an organized squad comes to gun you down.
So in essence, solo work is hard (I run solo), teamwork removes your own weaknesses by others compensating for you.

First off, a pure tanked heavy goes down in less than 3 seconds... not 8 seconds, leaving medium frames around 1-1.5, and scouts below 1. While it took a lot of figuring out, but this patch has been good to scouts on account that ehp almost means nothing, so getting that first shot off is more valuable than having higher tier gear (of the same weapon), its how I have been making bank. As of 1.6 getting your shot off first trumps an a higher tiered proto because reaction windows are small. Once TTK goes back to normal, this will change and perhaps it will need to be addressed, but as of now, people who are doing bad 1) have bad gun game 2) do not have team support

I've never used proto suits or weapons, ever and I know this here is an exaggeration because stomps are not 100% of the games, I would say the % of the stomps you are describing are like 15-30% of games, how it usually ends up is that things are going even for a while (1/3-1/2 through the game), one side makes a major inroad in an encounter, stat whores on the losing side quit and then the game becomes a wash. I have a feeling you are lumping this in there with your definition of protostomped.

The last bit is that pubs reward you nicely with isk/sp regardless of performance/kd (which is why you afk), also I'd say my skill has increased by going against better players, while being under equipped.
But if you want a proto less mode, at least combine it with all the other complaints people have
Make pubs
1) Advance and below (or standard and below) 2) No vehicles (vehicles cost lots of money and operate like proto items and aren't fair to new players) 3) No squads, vets are often in squads, new players aren't
