Honestly I do better with my Minmatar scout than with my Gal, i believe it's the base speed, not sprint but base.

The Minmatar Scout bonuses are fine.
Besides, we all know NK hit detection is perfect, and everyone uses melee attacks while using scouts

i say its far from useless. i use it all the time, even more so than my gallente scout.
my minmatar scout tanks about 340 shields and 74 armor and runs at 10.38 m/s. it is definitely a VERY viable fit.
my Gallente Scout (as of recently) is sporting about 150 Shields and 600+ armor.
both are good for different situations, and i use them accordingly.
How exactly does a Biscuit gain Valor?

Both scouts have their strengths. My friend loves knifing so he went to minnie, while I prefer the enhanced scan range thingy. I haven't noticed any speed differences yet. |

Minmatar scout died when speed tanking died. Both scouts are almost near useless, but the Gallente looks to be better by comparison since you can stack plates for some extra survivability thanks to armor > shield imbalance.
I tried to put a level into Amarr Commando once, but got a server notification saying "Why?"

It's a combination of personal preference and playstyle.
If you play fast, aggressive, and that "By-the-seat-of-your-pants" feeling, then go Minmatar. The suit is an adrenaline rush, due to most builds (REAL scout builds, not armor tanked mockeries of med frames) having only around 300 eHP total, with about 200ish in shields. It allows you to quickly tank some damage, get the kill, and then run like hell away. Shields rep in no time, so then it's right back into the fray. It's made to be a hit and run suit, quickly getting into the action, assassinating one or two targets and getting the hell out of there (KILL THE LOGI FIRST). However, with the death of speed tanking, and the terrible Nova Knives, this suit has lost it's main calling cards.
If you play carefully, tactically, and love having amazing situational awareness, then go Gallente. With a higher eHP ceiling, and an insane passive scan, you can survive multiple engagements. Use that scan to know what you are getting into. Since you can see around that corner (without tipping them off to it), try to make your engagements on terms you can win. Two guys around a corner, with one with his back to you? Take em both out. Got a squad all about to round the corner? Set a trap or get the hell out. It's made to infiltrate the enemies lines, and to carefully maneuver around targets to eliminate HVT's and to capture unattended points.
For the record, I have been a Minmatar Scout since 1.1.

If you focus on hunting lone soldiers and staying out of large battles it's not too bad. The scout min should have a movement speed bonus and the basic should do the melee damage bonus, while the gallente could use a lower profile bonus for basic suits and higher scan radius for scouts.
If they can do something along the lines of that, tweak the scanners, and give either a bonus in fitting costs, or add another low slot to all scouts then I think they'll be a lot more useful and versatile. Also any additions of active modules like cloaking, active profile dampener, or even a jetpack would make scouts much more fun to use.

In squads it's not as terrible anymore after the scan range buff. You are locked in with a complex range amplifier giving you only one extra low slot to play with.
I would not say mini scout is useless - now you can get a jump on reddots reasonably well which finally lets you play as a scout and finally gives you a role. It is still a dramatically underpowered suit though when you compare to mid frames.
At this point to fix it, I say that you probably need a CPU buff, and def lower scan profile (I still get picked up on actives very easily with scout lv 3 and dampening lv 4) or increase CPU of complex active scanners. More stamina would be reasonable too. |

The only 'useless' thing in the game would be a gun with no bullets. What people mean is with the death of speed tanking and continued irrelevance of Nova Knives there is no longer anything about the suit that makes it a preferable choice to any other suit in the game. Which sucks a bit if you've pumped your SP into it. |

Would recommend running an AR or ScR for the time being.
* Avoid posting up and swapping blows with non-Scouts. * Approach from behind when possible; get in close (but not too close). * Aim for head / upper torso with initial volley. * If target has time to respond, bounce around hip-firing and let aim-assist finish him off.
When flanking high-eHP targets, ARs and ScRs have similar TTK as Shotguns with far fewer drawbacks. Your prey will find no safety in back-pedaling, bunny-hopping, super-strafing. You'll insta-melt low-eHP targets but will likely take damage high-EHP targets (even with a perfect flank). As such, I'd recommend running shields in your Highs.
If flanking more than one target or a known dual-tanker, I strongly recommend saying "Hi" with a nade. |

Works if you start the engagement with an enemies back turned. Might not work for an assault, but a scout needs to use different tactics and a stealthy mindset to succeed.

Don't think they're useless, I've found I can still sneak in some kills/uplinks/hacks if I play well, though gal scout does seem better at this point. Waitin' on the knife fix (and whatever "stealth and mobility" buffs we're supposed to be getting in 1.7), having fun running a h2h fit in the meantime. |

The MLT speed tanked with a Shotty and a M209 SMG and I can have a 3/1 KDR pretty easily (on the right maps and sockets) just in the last couple of days of just ******* around with it. Cost: <15,000 ISK
