This is a mechanic of DUST that imo needs to go.
A player SHOULD NOT be able to spawn on spawnable areas (objectives, CRU's) when they are in the process of being hacked. The objective that is being hacked should be in a state of flux neither belonging to the attacking nor defending team therefore preventing spawns on it.
If a team or squad has made a successful enough push to begin the hack on either a CRU or objective, they should not be punished by allowing enemies to continually spawn on that said CRU or objective mid hack and simply blasting the hackers in the back.
Now I'm not going to say that I'm not guilty of this myself, I'm usually the one spamming away at X trying to spawn faster on a flashing objective, but I still feel that it is something that should be changed.

The only thing I think needs reworking is that the spawn locations need to be a fair distance away from hack panel and not on top of it.
Its the same as any other game with a capture the base element, the enemy team has a chance to defend it. Your Idea makes it so a scout can lock out an objective if he quickly runs for the panel.
I have hacking up to level IV and use hacking modules but perhaps you're right, a better change would be to change the spawn location so it isn't directly behind the panel giving the freshly spawned person a wonderful view of the hacker's back.

Or failing that get a couple of players to cover you
