The Assault Rifle (Vanilla)
Being semi-automatic, using a turbo button would actually hinder you because you would only get 1 shot out. Just imagine someone with a vanilla Assault Rifle tapping L1 instead of holding it.
The Tactical Assault Rifle
While the "TAC" Assault Rifle may benefit from a turbo button, CCP has placed a cap on the "TAC" Assault Rifle's ROF, meaning that while it would be easier, you wouldn't accomplish anything that you couldn't by doing it manually. Ask players like Keri Starlight and they will tell you that TAC Assault Rifles don't benefit from Modded Controllers.
The Breach Assault Rifle
Also being semi-automatic but with a significantly lower ROF, a player using a Modded Controller would (and should) expect even worse results from using a turbo button, as feathering your shots at such a rapid speed would not be a wise choice with a Breach Assault Rifle
The Burst Assault Rife
Burst Assault Rifles have a cap (or limit if you will) on it's ROF similar to that found in the "TAC" Assault Rifles. This coupled by the fact that it fires it's rounds in a burst stream manes that you will never benefit from a Modded Controller
There are things that make vanilla Assault Rifles unbalanced, but I guarantee that Modded Controllers aren't one of them, as CCP implemented a ROF cap on semi-automatic weapons to prevent this.
And the same can be said about other semi-automatic weapons (Scrambler Rifles, Blasters, Heavy Machine Guns, etc.)
