You have to remember, you can't just look at 'favored' starship weapons in EVE and say 'this is what empire X uses'. Yes, there are trends towards specific weapon types, and many ships are optimized for native tech, but the world of small arms is very different from spaceborne ordinance, and there seem to even be misconceptions about those.
For example, the only reason it's called 'hybrid' weaponry in EVE is because both railguns and particle blasters use the same ammunition, and both use magnetism to fire their payloads. The Gallente are pioneers of BOTH these weapons, and use them extensively. Railguns are hardly a Caldari-only thing, as the Gallente Navy fields them on many of their ships. This is well documented in lore. The Caldari always employed missiles in naval combat, but railguns fit well into their fighting style because of their range, and had their own inherent advantages over missiles as well, so they became widely adopted.
On the ground is an even more complex situation. Every one of the races have used (and still use) traditional bullet+propellant projectile weapons. They are the most common firearm in New Eden and you'll find them made by nearly every major weapons manufacturer. They are simple, reliable, and with advanced propellant and materials are still very deadly.
Plasma charge-firing firearms are commonly used by the Gallente and Caldari, but also the Amarr.
Lasers are very Amarrian, and not really seen outside the empire, but are very inefficient weapons and have serious flaws like massive power consumption, so Projectile weapons are still used by Amarrian troops (as well as plasma weapons like I said above).
Projectile weapons are definitely favoured by the Minmatar, but Matari fighters use a lot of Gallentean weapons as well, dating back to when the Gallente supplied them with arms to rebel against the Amarrians 200 years ago. They also have incorporated Gallente technology into their own designs (Mass Driver is a great example: its a low powered railgun for throwing large caliber grenades).
And like was mentioned above, basically everyone uses missiles.
The point is, small arms in the EVE universe do not necessarily follow the "amarr = lasers, gallente = blasters' conventions that exist in EVE gameplay, and in fact contradict it frequently.
Think of it this way: every US Navy destroyer uses (basically) the same missiles and cannons, but not every US serviceman carries an M-16 |
