I believe the Jove are extinct. The Nation has wiped them out. Sleepers are the only remnants left of what they once were.

I don't believe he would have dealings with the Jove, but I do think that the jove could trick him into believing he just happened upon it. The same goes for those that found the cloning technology.
Why the Jove would want us to have it is a big enough question on its own. Who is to say it is Jovian at all. Maybe there is more than just Amarr, Minmatar, Gallente, Jove and Caldari. The empires are old, but Human kind is older and the Galaxy older still.
The Jove are dead, the Nation has destroyed them.
That is what I believe, there is more than enough evidence to speculate this is the case, but not enough to consider it the truth.

The Nation doesn't play well with others.... working together? No. Jove subservient worker slaves, if they still live, more likely.
